Important Information Minimize

The Wastewater Reclamation Facility will accept pump-outs from domestic septic tanks of Effingham County residents only on a limited basis.  Port-a-potty waste is not allowed.  Appointments must be made in advance by calling 754-2332 and will be scheduled only during the hours of 7:30am-4pm, Monday-Friday.  Dumps will be supervised by water/sewer staff and if there is any grease or other objectionable materials in the load, the dump will be stopped.


The Georgia Water Stewardship Act permits landscape watering seven days a week between the hours of 4pm and 10am.  Outdoor water usage for other reasons is still subject to the odd/even day restrictions.  Click HERE for an FAQ document and HERE for Effingham County's Outdoor Water Use ordinance.


The Water Stewardship Act requires submetering for all new multi-unit buildings.  This means that master metering of a new apartment complex or retail center is no longer an option.  All units within such new developments must be individually metered.

What We Do

WATER: Effingham County supplies drinking water from two different sources, groundwater wells that withdraw from the Upper Floridan Aquifer and treated surface water purchased from the City of Savannah.  For the majority of our customers, water is piped into the county from the Savannah I&D plant.  Several small outlying developments are supplied by groundwater well systems.  All County-supplied potable water is tested for quality on a routine basis by County staff, all of which are state-certified Operators.  A report of this quality testing is sent to the Georgia Environmental Protection Division on a monthly basis.  You can access our drinking water Permits and annual Consumer Confidence Reports under the Documents and Links page.

WASTEWATER: Effingham County also has a Wastewater Reclamation Facility that is a non-discharging, tertiary treatment plant.  This plant does not discharge treated wastewater into any rivers, streams, lakes or canals.  Instead, the water is returned to customers to be re-used for irrigation and industrial purposes.  It is not to be used for children's sprinklers or wading pools, nor for swimming pools or watering animals.  The re-use water produced is routinely monitored by our state-certified Operators to make sure that it meets the standards given to the facility by the Georgia Environmental Protection Division.  Reports on re-use water quality are submitted to the EPD on a monthly basis.  More information on re-use water is available on the Documents and Links page.

Effingham County is an active utility member of the Georgia Association of Water Professionals.  This professional organization helps train operators and keeps operators, utility and corporate members up to date on the most recent changes in the water and wastewater professions.
